Voting Question: In desperate need of help on what to do with Internet Service Provider!?

The company that provides me with my internet is AT&T DSL. I've got one modem that I've got my computer directly hooked up too via a wire. To stay connected through this service I pay approximately 60 dollars a month give or take a dollar or two. There are a lot of problems I have been facing which makes me very unsatisfied with this service, and I'm wondering what to do and if they're my fault or not. 1) Whenever the phone rings, goodbye to my internet for at least 10 minutes. I believe that all phones are hooked up to a DSL filter, but I'm not totally sure what the hell makes it do this, or if there are other possible reasons that this could happen. 2) Whenever there is some form of weather inclination (This summer: Thunderstorms) I completely lose the ability to use my internet, nothing loads and I just get error messages from firefox saying that they cannot find any ISP connection what-so-ever. It's very annoying. 3) When I can stay connected everything seems to be fine, but during the period of a 4-5 hour night I will disconnect from the internet an average of 3-5 times depending on the day (sometimes more, sometimes less). These problems have been getting increasingly worse, and I'm wondering if it's my fault.. and what I can do, I've been thinking about just contacting the ISP and telling them to come out and fix it.
